泥石流俗称“走蛟”“出龙”“蛟龙”,是暴雨、洪水将含有沙石的松软的土质山体饱和稀释后卷走而形成的洪流,泥石流大多伴随洪水而发生。它与一般洪水的区别是洪流中含有大量的泥沙、石块等固体碎屑物,因此它比洪水更具有破坏力。当泥石流即将来临时,我们应如何判断、应对呢?

其实,历史上,舟曲森林茂密。但长期的森林砍伐,导致植被被严重破坏,舟曲的水土保持能力变得越来越差,无雨则旱,有雨成涝,一旦下雨,泥沙俱下,便形成了泥石流。舟曲自然生态系统的调节能力和涵养水分的条件已经丧失。

科学与经济的发展给人类社会带来了巨大的进步,可是当人类经济活动违反自然规律时,必然遭到大自然的报复。甘肃舟曲特大山洪泥石流给我们当头棒喝——保护环境就是保护我们自己!

办法

躲避不是最好的办法,保护环境就是保护自己,我们需要科学应对。对付泥石流,上海世博会“城市最佳实践区”展出的沙特麦加米纳案例馆就提供了一个好例子:每年伊斯兰历十二月,从世界各地而来的300万穆斯林朝圣者聚居到沙特的米纳帐篷城(见下图)。从远处望去,一个个白色的帐篷紧密排列几乎布满山谷,这里的人口密度已达每公顷5000人,万一发生泥石流等山体滑塌事故与洪涝灾害,后果不堪设想。为了确保300万朝圣者的安全,沙特政府采取了一系列有效措施:①在岩石山上造梯田。可以在灾害发生时对山体滑落的岩石块进行缓冲,削减石块下落的冲力;②在沙土较为疏松的山上使用田网。可以在山体滑塌时让下落的泥沙兜入田网,不掉下山去;③向山体岩石内钉入钢筋并浇筑混凝土防护墙,以加固山基。此外,沙特政府还在米纳帐篷城周围的山上建造了先进的排水系统,以防止因雨水过大而导致的各种山体事故。山上筑有不少大坝,坝下积水通过各种管道将水引流出去,到达各个专门的蓄水池。蓄水池内的水经处理,还可以为山下300万朝圣者提供生活用水。
