摘要：The dissertation is divided into four parts: Part Ⅰ:Introduction. It mainly introduces the reasons of the topic, its research status quo at home and abroad, research methods, research ideas etc. Part Ⅱ:The Development of Public Administration Values. It mainly explains the importance of the New Public Administration Values by comparing with other Public Administration Values, and explains why the New Public Administration Values is suitable for the Public Administration reform in china today. Part Ⅲ:Studying on the concept of the New Public Administration Values. This part mainly analyses the Social equity, Democratic Administration, and Adaptable Innovation on the New Public Administration Values thought connotation. It explains what values are the most advantageous to guide the Public Administration reform. Part Ⅳ:New dimensions of Public Administration Reform in directions of the New Public Administration Values. This part analyses what paths the Public Administration reform should choice on the New Public Administration Values in china today, including three aspects:The Distribution Standard of Public Power should be the Social Equity, Promoting Social equity by Extensive Citizen Participation and Construction of Responsive Democratic Administration, and Taking the Social Efficiency as the solution to Coordinate the Relationship between Efficiency and Equity.
