2013南京领军型科技创业人才

引进计划申报公告

一、申报对象

具有硕士及以上学位，或具有副高及以上职称的，在南京行政区划范围之内注册(或拟注册)创新型企业，且符合以下条件之一：

(一)在国际国内某一学科、技术领域内，主持过重要的科研课题或工程项目;拥有高技术含量的科研成果、且具有产业化的可行性，并能够取得明显经济效益;

(二)拥有独立自主知识产权(专利、软件著作权、集成电路布图设计权、专有技术等)，且技术成果达到国际先进、能够填补国内空白，或国内领先、能够引领相关产业发展，具有产业化的可行性并能够取得明显的经济效益;

(三)具有海内外自主创业经验，熟悉所创办企业相关产业领域，能带技术、带项目、带资金来(在)宁创业;

(四)申请直接进入综合评审的申报人，应同时符合下列2方面条件。

1、申报人具备以下四方面背景条件之一。

(1)中国科学院院士、中国工程院院士，国家“千人计划”特聘专家、江苏省“双创计划”入选者; (2)在世界500强企业担任中级及以上职务或中国500强企业担任高级职务的专业技术人才和经营管理人才;

(3)在国外著名高校、科研院所担任相当于副教授及以上职务的专家学者;

(4)全国“985”、“211”高校和在南京高校、科研院所的教授、研究员。

2、申报人须于申报截止日前完成新设企业工商注册手续，且注册资本足额到位。初创式申报人，须在所创(领)办企业担任法定代表人，申报人投入企业的实收资本(包括技术入股)不低于政府扶持资金;嫁接式申报人，须担任与本土企业合作成立的新企业副总经理(或相当于)及以上职务，并持有新创企业30%以上股权(或期权)，新注册企业的实收货币资本不低于政府扶持资金。

二、申报要求

(一)2012年1月1日以后在南京首次创(领)办创新型企业的均可申报。

(二)拟注册创新型企业的申报人，须与所选区(园区)的南京紫金科技创业特别社区、高新区、开发区(留创园、工业园、科技园、创新街区)及各类科技企业孵化器签订入园协议。

(三)申报人所创(领)办企业的行业领域应以南京六大类11个方向的战略新兴产业为主：新一代信息技术产业(包括高端软件与新型信息服务、下一代信息网络、新型显示三个方向)、生物产业(包括生物医药、生物农业两个方向)、节能环保产业、高端装备制造产业(包括智能制造设备、轨道交通、卫星应用三个方向)、新能源产业(智能电网方向)、新能源汽车产业领域以及具有创新商业模式的高端现代服务业。

(四)申报人到南京创业后，每年在南京实际工作时间须在6个月以上。

(五)初创式申报人须在所创(领)办企业担任法定代表人，且在入选公告发布后3个月内，申报人投入企业的实收资本(包括技术入股)不低于政府扶持资金。

(六)嫁接式申报人应具备2个必要条件，一是与本土企业在南京合作创(领)办新企业，同时担任新企业副总经理(或相当于)及以上职务;二是须持有新创企业30%以上股权(或期权)，且在入选公告发布后3个月内，新注册企业的实收货币资本不低于政府扶持资金。

(七)已入选南京相关人才计划的人员及其创业团队成员，不再申报本计划。

(八)申报人及其创业团队成员，不可同时申报“南京高端人才团队引进计划”;申报人的创业团队成员，不可同时申报本计划。

(九)同一申报人最多可申报本计划两次，且不可连续申报。

(十)同一申报人每次仅限在一个区(园区)申报，且每次只能申报一个项目。

三、扶持政策及兑现按照《中共南京市委办公厅、南京市人民政府办公厅关于印发<领军型科技创业人才引进计划实施细则(试行)>的通知》(宁委办发〔2011〕70号)执行。

四、申报办法和工作程序

(一)申报时间：2013“321引进计划”自公告发布之日起，全年受理申报，分两次评审，申报截止时间分别为2013年5月20日和2013年11月20日。

(二)申报方式：符合条件的申报人可登录“南京321计划”网，通过“领军型科技创业人才引进计划申报系统”在线申报。
