Corruption afflicts all countries, undermining social progress and breeding inequality and injustice. 腐败困扰着所有国家,它阻碍了社会进步,也滋生了不公平和不公正。

When desperately needed development funds are stolen by corrupt individuals and institutions, poor and vulnerable people are robbed of the education, health care and other essential services. 当急需的发展资金被腐败的个人和机构窃取时,穷人和弱势群体接受教育、保健和其他基本服务的机会就被剥夺了。

Although the poor may be marginalized by corruption, they will not be silenced. In events across the Arab world and beyond this year, ordinary people have joined their voices in denouncing corruption and demanding that governments combat this crime against democracy. The United Nations Convention Against Corruption is a powerful tool in the fight. I urge all governments that have not yet ratified it to do so without delay. The private sector, too, stands to gain enormously from effective action. Corruption distorts markets, increases costs for companies and ultimately punishes consumers. This first International Widows’ Day is an occasion to call attention to the many "firsts" that women must face when their husbands die. In addition to coping with grief, they may find themselves for the first time since marriage without any social safety net. Far too often, widows lack access to inheritance, land tenure, employment and even the means to survive.

Of the approximately 245 million widows in our world, more than 115 live in extreme poverty. In countries embroiled in conflicts, women are often widowed young and must bear the heavy burden of caring for their children amid fighting and displacement with no help or support.

All widows should be protected by the rights enshrined in the Convention on theElimination of All Forms of Discrimination against Women and other international human rights treaties.

But in reality, interpretations of customary codes, as well as traditional mourning and burial rites, often deny widows virtually all of their universally recognized rights.

Despite the many difficulties widows face, many make valuable contributions to their countries and communities. Some take on leadership roles at the highest levels. Death is inevitable, but we can reduce the suffering that widows endure by raising their status and helping them in their hour of need. Oceans play a key role in our daily lives. They are integral to sustainable development and an important frontier for research. As scientists explore the oceans at greater depths than ever before, they continue to discover new forms of marine life. This research has great potential to advance human well-being.

海洋在我们的日常生活中发挥着关键作用,是可持续发展的有机组成部分,是重要的科研前沿地带。科学家正在对海洋进行前所未有的深入探索,他们不断发现新形式的海洋生物。这一研究很有可能为人类谋取福祉。

But, if we are to fully benefit from what oceans have to offer, we must address the damaging impacts of human activities. The diversity of life in the oceans is under ever-increasing strain. Over-exploitation of marine living resources, climate change, and pollution from hazardous materials and activities all pose a grave threat to the marine environment. So does the growth of criminal activities, including piracy, which have serious implications for the security of navigation and the safety of seafarers.

But if we are to safeguard the capacity of the oceans to service society’s many and varied needs, we need to do much more. On this second annual commemoration of World Oceans Day, I urge Governments and citizens everywhere to acknowledge the enormous value of the world’s oceans — and do their part in ensuring their health and vitality.

This year’s World Population Day falls during a milestone year, when we anticipate the birth of the earth’s seven billionth inhabitant. This is an opportunity to celebrate our common humanity and our diversity. It is also a

reminder of our shared responsibility to care for each other and our planet.

Water holds the key to sustainable development.We need it for health, food security and economic progress.Yet, each year brings new pressures.One in three people already lives in a country with moderate to high water stress, and by 2030 nearly half the global population could be facing water scarcity, with demand outstripping supply by 40 per cent.Competition is growing among farmers and herders; industry and agriculture; town and country; upstream and downstream; and across borders.Climate change and the needs of populations growing in size and prosperity mean we must work together to protect and manage this fragile, finite resource.水是可持续发展的关键所在。我们的健康、粮食安全和经济发展都需要水。然而,每年都面临新的压力。三分之一的人民已经生活在中度到高度缺水的国家,全球近一半的人口到2030年可能面临水资源匮乏,需求量将比供应量高出40%。农民和牧民、工业和农业、城镇和乡村、上游和下游以及各国之间对水资源的争夺日趋激烈。气候变化、不断扩大的人民需求以及富裕繁荣要求我们必须共同致力于保护和管理这一脆弱和有限的资源。

This is the International Year of Water Cooperation, and World Water Day 2013

is dedicated to highlighting the joint efforts necessary to ensuring a fair share for people and planet.The United Nations system, through UN-Water and its 30 UN members and 25 international partners, is fostering collaboration from the global level to the grassroots.For example, the UN Development Programme’s Shared Waters Partnership is supporting political agreement on shared waters, such as in the Nile Basin.UNESCO is supporting the equitable management of transboundary water resources to avoid conflict, while the UN Economic Commission for Europe’s Convention on the Protection and Use of Transboundary Watercourses and International Lakes will soon be available to all UN Member States.I urge countries outside the UNECE region to join the Convention and further develop it.

Agriculture is by far the largest user of freshwater, and there is growing urgency to reconcile its demands with the needs of domestic and industrial uses, especially energy production.Climate change also presents a growing threat to agricultural productivity and food security.My Zero Hunger Challenge promotes sustainable agriculture by sharing best practices and harnessing the

most appropriate technologies so small farmers and industrial giants alike can get more crop per drop.

No message on water should pass without mentioning sanitation.While the Millennium Development Goal target for providing access to improved water sources has been reached, we are woefully short on sanitation.Some 2.5 billion people lack access to the dignity and health afforded by access to a toilet and protection from untreated waste.We count the cost in lives— 4,500 young children a day – and economic productivity.Yet we know that every dollar spent on sanitation can bring a five-fold return.That is why the Deputy Secretary-General has this week launched a global call to action to accelerate work towards the MDG on sanitation.Investment in sanitation is a down-payment on a sustainable future.

There are little more than 1,000 days left before the MDG deadline, but with renewed effort we can finish the job started at the beginning of the Millennium.But 2015 is not a finishing line, merely a milestone in a long and challenging journey.As we develop the post-2015 development agenda, our aim is to eradicate extreme poverty and hunger, and to create an equitable world of opportunity for all.To do that, we need to give equal consideration to the environmental dimension of sustainable development.We cannot prosper without clean, plentiful freshwater.On this World Water Day, I appeal for heightened cooperation.Water is a common resource.Let us use it more intelligently and waste less so all get a fair share.
