Climate change is one of the most serious threats facing our world. And it is not just a threat to the environment. It is also a threat to our national security, to global security, to poverty eradication and to economic prosperity.

And we must agree a global deal in Paris next year. We simply cannot put this off any longer.

And I pay tribute to Secretary General Ban for bringing everyone together here today and forputting real focus on this issue.

Now my country, the United Kingdom, is playing its part.

In fact, it was Margaret Thatcher who was one of the first world leaders to demand action onclimate change, right here at the United Nations 25 years ago.

Now since then, the UK has cut greenhouse gas emissions by one quarter. We have createdthe world’s first Climate Change Act. And as Prime Minister, I pledged that the government Ilead would be the greenest government ever. And I believe we’ve kept that promise.

We’ve more than doubled our capacity in renewable electricity in the last 4 years alone. Wenow have enough solar to power almost a million UK homes. We have the world’s leadingfinancial centre in carbon trading. And we have established the world’s first green investmentbank. We’ve invested £1 billion in Carbon Capture and Storage. And we’ve said no to any newcoal without Carbon Capture and Storage. We are investing in all forms of lower carbon energyincluding shale gas and nuclear, with the first new nuclear plant coming on stream for ageneration.

Now, as a result of all that we are doing, we are on track to cut emissions by 80 per cent by2050. And we are playing our role internationally as well, providing nearly £4 billion of climatefinance over 5 years as part of our commitment to spend 0.7 per cent of our Gross NationalIncome on aid. And we are one of the only countries in the advanced world to do that and tomeet our promises.

We now need the whole world though to step up to deliver a new, ambitious, global dealwhich keeps the 2 degree goal within reach. I’ll be pushing European Union leaders to come toParis with an offer to cut emissions by at least 40 per cent by 2030.

We know from Copenhagen that we are not just going to turn up in Paris and reach a deal. Weneed to work hard now to raise the level of ambition and to work through the difficult issues.To achieve a deal we need all countries, all countries to make commitments to reduceemissions. Our agreement has to be legally binding, with proper rules and targets to hold eachother to account.

We must provide support to those who need it, particularly the poorest and most vulnerable.It is completely unrealistic to expect developing countries to forgo the high carbon route togrowth that so many Western countries enjoyed, unless we support them to achieve greengrowth. Now, if we get this right there need not be a trade-off between economic growth andreducing carbon emissions.

We need to give business the certainty it needs to invest in low carbon. That means fightingagainst the economically and environmentally perverse fossil fuel subsidies which distort freemarkets and rip off taxpayers. It means championing green free trade, slashing tariffs on thingslike solar panels. And it means giving business the flexibility to pick the right technologies fortheir needs.

In short we need a framework built on green growth not green tape.

As political leaders we have a duty to think long-term. When offered clear scientific advice, weshould listen to it. When faced with risks, we should insure against them. And when presentedwith an opportunity to safeguard the long-term future of our planet and our people, weshould seize it.

So I would implore everyone to seize this opportunity over the coming year. Countries likethe United Kingdom have taken the steps necessary. We’ve legislated. We’ve acted. We’veinvested. And I urge other countries to take the steps that they need to as well so we can reachthis historic deal.

联合国维和行动从1948年开始,走过了60多个春秋,在60多年维和行动的发展历程中,出于便捷、高效考虑,联合国使用了大量的英语缩略语。无论对参与维和实践工作还是从事理论研究的人员来说,维和中出现的大量缩略语是理解维和的关键环节,因此,如何将维和英语缩略语翻译成汉语成为一个关键点。

本文通过对联合国维和缩略语的汉语翻译的研究,以期对维和缩略语翻译起到指导作用。

1 联合国维和英语缩略语的意译

意译就是按照英语缩略语的语义来翻译。这种翻译的优点是能译出原词的含义,容易记忆。维和英语缩略语翻译大多数采用这种方法。意译法分下列几种情况。

1)等值翻译

翻译学家奈达认为,等值翻译是指从语义到文体在译语中用最切近而又最自然的对等语再现源语的信息(Nida,2001)。这一定义明确指出翻译的任务是用译语再现源语的信息。为此,要从内容和形式予以考虑。仔细研究维和缩略语不难发现,可以实现对等翻译的缩略语数量不少。英语和汉语两种语言都使用缩略语,都从意思上言简意赅,达到语言学上的“经济原则”的要求。所谓的“经济原则”就是指在语言的使用过程中尽量使用较少的语言表达完整的意思,达到节省时间和空间的目的。只要维和英语缩略语的语素和汉语的语素相同,就可实现等值翻译。

首先,看两个字母的缩略语。一般情况下,首先,将该词的意思完整翻译出来,然后再压缩,形成两个字,这样就与英语两个字母对应,意义上也是简称之后用两个字表达。一般都是前后两个部分各取一字。例如:AP(Air Patrol空中巡逻)空巡;BC(Border Control边境管理)边管;CP(Civilian Police民事警察)民警;DV(Domestic Violence家庭暴力)家暴;LD(Liberian Do3llar利比里亚元)利元;RB(Road Block道路障碍)路障;UF(United Front联合阵线)联阵等,这类词在翻译成汉语很多都能达到对等。

再者看三个字母的缩略语。从形式上看,三个英语语素和等同的汉语语素,是比较简单,但是从意义层面看,省略的部分就比较多。例如:ABC的全称是Abyei Boundaries Commission,汉译后全称是“阿卜耶伊边界委员会”,简称“阿边委”。没有全称的前提下,仅一个“阿边委”让人不知所云。究其因,该词为一个新词,尚未被大家所接受,翻译成汉语后需要一个由全称到简称的过渡。从汉语翻译看,全称为9个字,简称则为3个字。每个英语字母和汉字都前后对应,意义上也简单明了,达到了翻译对等和经济原则的统一。类似的还有RPF(Rwandese Patriotic Front卢旺达爱国阵线)卢爱阵;SIU(Special Investigation Unit特别调查股)特调股;SLM(Sudan Liberation Movement苏丹解放运动)苏解运;SNC(Serb National Council塞尔维亚族民族委会)塞民委等。然而,若是维和英语缩略语的意义已经在汉语中存在或有相似的,简称起来就比较容易,就可以直接使用汉语的缩写词。例如:BCP全称是Border Check Point,汉语意义是边境检查站,无需采用从全称到简化的方式,就直接用汉语简称“边检站”。类似的还有CMT(Cargo Movements Team)货运组;CPD(Civilian Police Division)民警司;GSS(General Security Service)公安队;ICA(Israeli Controlled Area以色列控制区)以控区;MSC(Military Staff Committee)军参团;TCC(Troop Contributing Country)出兵国等。

四个及以上字母的对应。由于英汉实际上的不对等,字母越多,出现对等的难度就越大,在处理上多是以翻译意义为主,对等为辅。出现在维和英语缩略语当中的为数不多的几个表示国家、机构名称的词,如:ABCA(America,Britain,Canada,Australia美国、英国、加拿大、澳大利亚)美英加澳;AASC(Abyei Area Security Committee阿卜耶伊地区安全委员会)阿区安委;ACERFS(Arabic,Chinese,English,Russian,French and Spanish阿拉伯语、汉语、英语、俄语、法语和西班牙语)阿、汉、英、俄、法、西等。

2)不对等翻译。由于汉英差异,完全对等难度很大,更常见的还是不对等的翻译,有下列几种:

(1)减词翻译法

在维和缩略语中有一些虚词,如in,and,for等在翻译过程中,如果不影响意思,一般将它们省略。例如:UNMIS(United Nations Mission in Sudan联合国苏丹特派团)联苏团。在这里,英语中UN两个语素,在翻译成汉语时就变成了一个“联”,字母“I”代表“驻”,没有翻译出来,这样形成汉语用字比英语少,显得汉译后更加简练。又如在SAR(Search and Rescue搜救)中作为连词的A(and),在翻译成汉语后,就被省略了。类似的有CND(Command and Decision)指挥决策);POC(Protection of Civilians)平民保护;UNMIL(United Nations Mission in Liberia联合国利比里亚特派团)联利团;UNOA(United Nations Office in Angola联合国安哥拉办事处)联安办等。

在翻译过程中,不仅是连词、介词等虚词减去,一些实词如名词也减去,避免冗长。例如:DPKO(Department of Peacekeeping Operations维和行动部),汉语缩略后为“维和部”,英语字母O所代表的Operations(行动)则减去,但不影响对本词的理解。DFS(Department of Field Support外勤支持部),译为外勤部,Support的意义没有体现出来。这两个缩略语都是联合国维和行动中的高频词。这是因为联合国总部负责维和的有两大部门即维和部和外勤部,前者负责行动,后者负责后勤,在文件或日常工作中使用的次数就很多,体现在用词上就更突出经济原则。

(2)加词翻译法

有些词在翻译过程中提供的信息不足,需要补充内容使人们更好地理解词义。例如KFOR(Kosovo Force科索沃部队)如果不考虑语境的话,很容易理解为这支部队属于科索沃当地,实际上,这是北约领导的维和部队驻科索沃的部队,所以在翻译时应加(北约领导的驻)科索沃部队。类似的有JFK(John F.Kennedy)约翰·F·肯尼迪(医疗中心);JSP(James Spriggs-Payne)詹姆斯·斯布利格斯·佩尼(机场);MOP(Movement of Personnel)人员流动(表);NK(North Kivu)北基武(省);SCU(Street Crimes Unit打击街头犯罪股);SLIP(Senior Leaders Induction Programme)高级领导任前(培训)方案;SH(Safe House)(罪犯藏匿或警方保护人藏身等的)藏身处;安全屋等。

(3)全译法

为了避免歧义或者是汉语中没有对应的表达方法,就完整翻译出意思。这种方法虽然形式上冗长,但做到了意义上的达意。其实这也是前两项应遵循的原则。如,AA(Area of Action)行动区域;FGMPS(Force Generation and Military Personnel Service)部队组建和军事人员处;LTU(Logistics and Transport Unit)后勤运输股;MD(Military Division)军事司;PD(Police Division)警察司;UF(Use of Force武力使用)等。

(4)换字翻译法

在维和缩略语中有大量的由and连接的名词短语。一般将其省略,但是,有时必须翻译出来,这时就要考虑选择合适的汉语词。一般翻译成“和”,但是,当词中已经有相同的词或音词时,就要从语音角度考虑换词。例如:CJPS(Center for Justice and Peace Studies)司法与和平研究中心;SPAT(Swedish Peace and Arbitrary Society)瑞典和平与仲裁协会,这样就避免出现两次使用“和”字。类似的有PRDP(Peace,Recovery and Development Plan)和平、恢复与发展计划;PCIA(Peace and Conflict Impact Assessment)和平与冲突影响评估等。

(5)换词性翻译法

维和英语缩略语中的一些名词、介词在翻译成汉语的过程中变换成动词。例如,CAT(Committee Against Torture)禁止酷刑委员会。在这里将介词against翻译成汉语的“禁止”,形成动词。类似的有CAPRIL(Committee Against Political Repression in Liberia反对利比里亚政治压迫委员会);CVR(Community Violence Reduction)减少社区暴力;FRUD(Front for the Restoration of Unity and Democracy)恢复团结与民主阵线;LVRC(Liberia Vulnerable Relief Council)利比里亚救助弱势人员委员会;FLD(Front for the Liberation of Darfur)达尔富尔解放阵线等。

(6)换序翻译法(上接第159页)在少数情况下才会完全相同,多数情况下是不同的,因此在翻译维和缩略语时,对原文词语的顺序进行变换和调整,以求准确地表达原文意思,以符合汉语表达习惯。比较突出的是英语中两个或两个以上的单词作定语放在中心词前共同修饰一个名词,其基本词序是由小范围到大范围,由次要意义到重要意义,由程度弱到程度强,由一般到专有,特别是短语作定语放在所修饰词的后面,形成后置。意思愈具体,物质性愈强,就愈近名词,而汉语与此正好相反,汉语很少有后置定语。所以翻译时,应按汉语习惯对英语的词序加以调整。如:SLAM(Selectable Lightweight Attack Munitions)轻型可选择攻击弹药,在翻译过程中,将原语中的Selectable Lightweight词序对调。类似的有CJR(Council for Judicial Reform)司法改革委员会;CJTF(Commander Joint Task Force)联合特遣队指挥官;CLOGO(Chief Logistics Officer)后勤主任;COGL(Commander Observer Group Lebanon)黎巴嫩观察小组指挥官;IGOH(Interim Government of Haiti)海地临时政府;RMP(Royal Malaysian Police)马来西亚皇家警察;RRA(Rapid Rural Appraisal)农村快速评估;SDRR(Senior Deputy Resident Representative)常驻高级副代表;SJC(Standing Joint Committee)联合常务委员会;SLO(Senior Local Officer)当地高级官员;TFE(Task Force Eagle)“鹰”特遣队;TFF(Task Force Fox)“狐狸”特遣队;TFH(Task Force Harvest)“收获”特遣队;TFI(Training for Instructors)教官培训;TFI(Transitional Federal Institutions)联邦过渡机构;TNG(Transitional National Government)国家过渡政府;USF(United Somali Front)索马里联合阵线;UNSMIH(United Nations Suppor Mission in Haiti)联合国海地支持团等。

联合国维和英语缩略语涉及政治、经济、文化、军事、警务诸多方面,且各有固定的表达方法,在翻译时要坚持以意为主,以形为辅的原则,做到形与意有机结合,达到对等、经济的原则,实现高质量的维和英语缩略语的意译。S

大家好,我是Severn Suzuki,我代表儿童环境组织来此演讲。

We are a group of twelve and thirteen-year-olds from Canada trying to make a difference:Vanessa Suttie, Morgan Geisler, Michelle Quigg and me. We raised all the money ourselves to come six thousand miles to tell you adults you must change your ways. Coming here today, I have no hidden agenda. I am fighting for my future.

Two days ago here in Brazil, we were shocked when we spent some time with some children living on the streets. And this is what one child told us:“I wish I was rich and if I were, I would give all the street children food, clothes, medicine, shelter and love and affection.”

I can’t stop thinking that these children are my age, that it makes a tremendous difference where you are born, that I could be one of those children living in the Favellas of Rio; I could be a child starving in Somalia; a victim of war in the Middle East or a beggar in India.

我永远不能忘记这些和我同龄的孩子,当你出生的时候,他和我们真的很不相同,我也许生活在贫民窟,也可能是终日饿着肚子的小孩,也可能是中东战争的牺牲品,或者印度的小乞丐。

I’m only a child yet I know if all the money spent on war was spent on ending poverty and finding environmental answers, what a wonderful place this earth would be!

Then why do you go out and do the things you tell us not to do?

Do not forget why you’re attending these conferences, who you’re doing this for—we are your own children. You are deciding what kind of world we will grow up in. Parents should be able to comfort their children by saying “everyting’s going to be alright”, “we’re doing the best we can” and “it’s not the end of the world”.

Today, we celebrate radio as a force for freedom of expression and pluralism, for all menand women. And especially women–who remain under-represented in news-making, indecision-making, and in media ownership.

How can we get the full story with only half of the world’s voices?

This is why UNESCO is working to develop radio as an independent and pluralistic mediafor both women and men, and to create a safer environment for all journalists, regardless ofgender.

Radio can carry any message to any place at any time – we need to fully harness thispower for the benefit of everyone.

In this spirit, UNESCO calls today on all broadcasters–from local community stations tointernational media outlets–to promote gender equality and the empowerment of women andmen both in and through radio.
