伪造、变造居民身份证的，处三年以下有期徒刑、拘役、管制或者剥夺政治权利;情节严重的，处三年以上七年以下有期徒刑。

第一款是关于妨害国家机关公文、证件、印章犯罪的处刑规定。根据本款规定，妨害国家机关公文、证件、印章犯罪，是指伪造、变造、买卖或者盗窃、抢夺、毁灭国家机关的公文、证件、印章，妨害国家机关对公文、证件、印章管理活动的行为。本款规定的“国家机关”，是指各级国家权力机关、党政机关、司法机关、军事机关。这里的“公文”，是指国家机关在其职权内，以其名义制作的用以指示工作、处理问题或者联系事务的各种书面文件，如决定、命令、决议、指示、通知、报告、信函、电文等;“证件”，是指国家机关制作颁发的用以证明身份、权利义务关系或者有关事实的凭证，主要包括证件、证书;“印章”，是指刻有国家机关组织名称的公章或者某种特殊用途的专用章。本款规定的“伪造”，是指无制作权的人，冒用名义，非法制作国家机关的公文、证件、印章的行为：“变造”，是指用涂改、擦消、拼接等方法，对真实的公文、证件、印章进行改制，变更其原来真实内容的行为：“买卖”，是指为了某种目的，非法购买或者销售国家机关公文、证件、印章的行为;“盗窃”，是指秘密窃取国家机关公文、证件、印章的行为;“抢夺”，是指趁保管或者经手人员不备的情况下，公然非法夺取国家机关公文、证件、邵章的行为;“毁灭”，是指以烧毁、撕烂、砸碎或者其他方法，故意损毁国家机关公文、证件、印章，使其完全毁灭或者失去效用的行为。本款规定的以上几种妨害国家机关公文、证件、印章的犯罪行为，行为人可能只实施其中一种，也可能实施几种，实施一种或者几种均不影响本罪的成立。根据犯罪情节轻重，本款对妨害国家机关公文、证件、印章犯罪规定了两档处刑：1.一般情节的，处三年以下有期徒刑、拘役、管制或者剥夺政治权利;2.情节严重的，处三年以上十年以下有期徒刑。这里的“情节严重”，主要是指多次或者大量伪造、变造、买卖、盗窃、抢夺、毁灭国家机关公文、证件、印章的;妨害国家机关重要的公文、证件、印章的;造成政治影响很坏、经济损失很大等严重危害后果的;动机、目的恶劣，如出于打击报复或者诬陷他人的，等等。

在打击骗购外汇犯罪活动中，发现了一些专门伪造、变造海关签发的报关单、进口证明、外汇管理部门核准件等凭证和单据的“专业公司”和“专业户”。他们制作假的海关、外汇管理部门出具的各种各样的单证和凭证，出售给骗购外汇、骗取出口退税或者进行走私的单位和个人，从中牟利。这些行为，严重扰乱社会管理秩序，危害极大。但在实践中，对于买卖伪造、变造的假的国家机关公文、证件、印章能否依照刑法第二百八十条的规定定罪处罚，法律规定不明确，执行中认识也不一致。为使执法更加明确，1998年12月29日全国人大常委会《关于惩治骗购外汇、逃汇和非法买卖外汇犯罪的决定》第二条规定：“买卖伪造、变造的海关签发的报关单、进口证明、外汇管理部门核准件等凭证、单据或者国家机关的其他公文、证件、印章的，依照刑法第二百八十条的规定定罪处罚。”即此类行为均以买卖国家机关公文、证件、印章罪定罪，并按第二百八十条规定量刑。应当指出的是，根据以上规定，今后不仅对买卖假的海关或者外汇管理部门出具的凭证或者单据的行为，而且对所有买卖伪造、变造的国家机关公文、证件、印章的行为，都应当依照刑法第二百八十条的规定定罪处罚。

第二款是关于伪造公司、企业、事业单位、人民团体印章犯罪的处刑规定。根据本款规定，对伪造公司、企业、事业单位、人民团体印章犯罪的，处三年以下有期徒刑、拘役、管制或者剥夺政治权利。

第三款是关于伪造、变造居民身份证犯罪的处刑规定。这里的“伪造”、“变造”居民身份证，包括伪造虚假的居民身份证和对真的居民身份证进行涂改，改变姓名、年龄等。根据犯罪情节轻重，本款对伪造、变造居民身份证犯罪规定了两档处刑：1.情节一般的，处三年以下有期徒刑、拘役、管制或者剥夺政治权利;2.情节严重的，处三年以上七年以下有期徒刑。这里的“情节严重的”，主要是指伪造、变造的次数多、数量大的;非法牟利数量大的;造成其他严重后果的，等等。

第一部分：SCI 文章的写作 对于没有写过英文的人来说，第一篇文章有些困难。关键还是在于要阅读大量 的英文文献。在文章的写作上，最好不要自己造句子。说实在的，大多数中国学者的英文都不好，自己造 句子，很可能是中式英语，老外看不懂。所以，写文章，要学会借鉴。也就多看英文文章，看到相关的句 型， 要做好笔记。 要学会使用老外们用过的句型， 拿来以后作些修改。 我一般都在写作前阅读大量的文章， 一边阅读，一边把自己认为重要的句子分别 copy 到自己文章的各个部分，然后在写作时进行取舍。 Introduction 部分，很多可能都是文献。要介绍自己研究的内容的一些相关知识。让大家知道你所研究 Materials and Methods 比较好写，看看文献，应该有相同的内容可以参考，把这些内容找来进行一些 Results 部分有些困难。这一部分是要自己造句较多的部分。但是也要尽量借用英语是母语的人所用的

1.领域现在的一些进展，以及自己研究的“新鲜”内容。 2. 修改就可以了。 3. 句型。个人研究的内容可能很多，要突出指出自己的研究重点。在这一部分，最好不要出现讨论方面的内 容。 4. 个人觉得最难写的部分是 Discussion 部分。要把自己的研究与他人的研究结合起来，哪些与他人的研 究相似，哪些不一样。从自己的研究结果可以得出什么样的结论或推论。要从研究结果可以引申一些相关 的内容，不要完全局限于自己的研究领域，放宽一些。 5. 我一般是在写完这些部分以后，再写 Abstract，最后再定标题。一个简洁醒目的标题，事半功倍。 请 记住：写文章一定要突出自己研究相对较新的内容。这是一些影响因子较高的期刊所很看重的。 另外，最 不推荐的是把文章写成中文，然后翻译成英文。因为这样真的是彻头彻尾的中式英语了。 第二部分：SCI 文章的投稿 写好文章后，就要开始投稿了。 选择期刊。 找到一个适合自己文章的刊物很重要。个人推荐：先投一个影响因子较高的刊物，如果能

被送审，得到一些修改意见，即使被拒，然后修改后再投一个影响因子较低的期刊，希望更大一些。切记： 勿一稿多投. 2. 国外的期刊基本都实现了网上投稿。登录该期刊，找到投稿需知，也就是“Instructions for Authors”， 根据“Instructions for Authors”，修改自己文章的格式。这是一个比较繁琐的事情。一定要仔细修改格 仔细阅读。 3. 式(语法、词汇方面的错误应该在写作时给解决) 比如说： 文章一般是要求按以下顺序：标题、作者、 。 通讯方式、Abstract， Key Words， Introduction， Materials and Methods， Results， DIscussion， Acknowledgements， References， Figure Legends， Tables， Figures。 同时要求是 2 倍行距，图片 的像素要求(300dpi) ，标好每个页面的行号...... 不同的期刊，对于参考文献的安排方式不同。有的按出 现顺序排列，有的要求按字母顺序排列，有的要求列出所有的作者，有的要求列出 4-5 个作者，然后加 et al.;要求根据期刊而定。 在投稿前，还要检查文章中一些不太“重要”的部分。 有关写作，个人认为还是广泛阅读!但一定要看英文的，而且不能翻译，就这样看，看多了自然就明白了。 写作地道与否，这还要看英语水平，以及阅读量的多少。其实许多文章都有固定句型的，部分句子不会写， 可以直接拿人家的句子，语法来套，其实也不失为一种方法。因此平时注意将一些优秀的表达的句子，收 集起来，多读几遍，评味一下，自己写的时候自然有感觉了。 一般来说，大部分文章都是按普通的写法， 如多用复合句，写得要严谨，定义要清晰，表达的词一定要精确，如 show， indicate，suggest 等词都有 细微差别，需要体会的。另外，句子要变化。语法方面，基本原则是引用别人的都用过去时，abstract， discussion 部

分也用过去时为宜，文章正文用现在时，当然也可以用过去时，用过去时，表明尊重编辑和 读者的意思，不过一般大牛写文章则用现在时，体现自信.一、投稿信 1.
