4.23下午，王立新就智能电网发表主题演讲，对智能电网的定义、发展智能电网的必要性、发展情况等进行了详细、深入的讲解。

我国能源资源与能源需求呈逆向分布，80%以上的煤炭、水能和风能资源分布在西部、北部地区，而75%以上的能源需求集中在东部、中部地区。能源资源与能源需求分布不平衡的基本国情，要求我国必须在全国范围内实行能源资源优化配置。建设坚强智能电网，为能源资源优化配置提供了一个良好的平台。坚强智能电网建成后，将形成结构坚强的受端电网和送端电网，电力承载能力显著加强，形成“强交、强直”的特高压输电网络，实现大水电、大煤电、大核电、大规模可再生能源的跨区域、远距离、大容量、低损耗、高效率输送显著提升电网大范围能源资源优化配置能力。

与现有电网相比，智能电网体现出电力流、信息流和业务流高度融合的显著特点，其先进性和优势主要表现在：

(1)具有坚强的电网基础体系和技术支撑体系，能够抵御各类外部干扰和攻击，能够适应大规模清洁能源和可再生能源的接入，电网的坚强性得到巩固和提升。

(2)信息技术、传感器技术、自动控制技术与电网基础设施有机融合，可获取电网的全景信息，及时发现、预见可能发生的故障。故障发生时，电网可以快速隔离故障，实现自我恢复，从而避免大面积停电的发生。

(3)柔性交/直流输电、网厂协调、智能调度、电力储能、配电自动化等技术的广泛应用，使电网运行控制更加灵活、经济，并能适应大量分布式电源、微电网及电动汽车充放电设施的接入。 (4)通信、信息和现代管理技术的综合运用，将大大提高电力设备使用效率，降低电能损耗，使电网运行更加经济和高效。 (5)实现实时和非实时信息的高度集成、共享与利用，为运行管理展示全面、完整和精细的电网运营状态图，同时能够提供相应的辅助决策支持、控制实施方案和应对预案。

(6)建立双向互动的服务模式，用户可以实时了解供电能力、电能质量、电价状况和停电信息，合理安排电器使用;电力企业可以获取用户的详细用电信息，为其提供更多的增值服务。

智能电网对世界经济社会发展的促进作用，智能电网建设对于应对全球气候变化，促进世界经济社会可持续发展具有重要作用。主要表现在：

(1)促进清洁能源的开发利用，减少温室气体排放，推动低碳经济发展。

(2)优化能源结构，实现多种能源形式的互补，确保能源供应的安全稳定。

(3)有效提高能源输送和使用效率，增强电网运行的安全性、可靠性和灵活性。

实际上，互动电网的本质就是能源替代、兼容利用和互动经济。从技术上讲，互动电网应是最先进的通讯、IT、能源、新材料、传感器等产业的集成，也是配电网技术、网络技术、通信技术、传感器技术、电力电子技术、储能技术的合成，对于推动新技术革命具有直接的综合效果。由此，智能电网具备可靠、自愈、经济、兼容、集成和安全等特点。我以为：互动电网学说的本质就是以信息革命的造发性标准和技术手段大规模推动工业革命最重要财产——电网体系的革新和升级，建立消费者和电网管理者之间的互动。

I feel so happy to have the chance to make a speech. The title of my speech is Protect the Environment, Protect Ourselves. I hope you will like it.

Everybody knows waste paper and used coke cans are discarded everywhere. You might have seen plastic bags flying in the sky and getting caught in the trees when the wind blows or maybe you have seen old cans floating in the rivers and polluting the water. Our environment is the place in which we live, but it is being ruined by us.

One day, that man wanted to enlarge his house, so he cut down all the trees. Then the autumn came without the protection. The strong wind blew the roof of the house into the sky. The whole house was gone with the wind. What a pity! But that’s the price people have to pay for destroying in the ecology balance. People shouldn’t be short-sighted. As you know, there are four kinds of pollution. They are air pollution, water pollution, waste pollution and noise pollution. But what can we do to solve the pollution? I think, firstly, we can make cars that don’t pollute the environment. We can ask companies to use modern clean technology. In some big cities, we can limit the number of cars. Secondly, we can try to use less water and make sure that we do not pollute the water. We can tell factories that they are not allowed to pour waste water into the lakes and rivers. Thirdly, we should not throw rubbish in parks and cities. We can pick up rubbish if we see it. We can put more rubbish bins in our parks and cities. Fourthly, we can live far from the noise and make the laws to limit the noise.

我认为，首先，我们可以让汽车不再污染环境。我们可以让现代的公司使用清洁能源。在大城市，可以限制汽车数量。

Tonight, with a thankful heart, I have asked for a final opportunity to share some thoughts on the journey that we have traveled together, and the future of our n

Five days from now, the world will witness the vitality of American democracy. In a tradition dating back to our founding, the presidency will pass to a

successor chosen by you, the American people. Standing on the steps of the Capitol will be a man whose history reflects the enduring promise of our land. This is a moment of hope and pride for our whole nation. And I join all

Americans in offering best wishes to President-Elect Obama, his wife Michelle, and their two beautiful girls.

Tonight I am filled with gratitude — to Vice President Cheney and members of my administration; to Laura, who brought joy to this house and love to my life; to our wonderful daughters, Barbara and Jenna; to my parents, whose examples have provided strength for a lifetime. And above all, I thank the American people for the trust you have given me. I thank you for the prayers that have lifted my spirits. And I thank you for the countless acts of courage, generosity, and grace that I have witnessed these past eight years.

This evening, my thoughts return to the first night I addressed you from this house — September the 11th, 2001. That morning, terrorists took nearly 3,000 lives in the worst attack on America since Pearl Harbor. I remember standing in the rubble of the World Trade Center three days later, surrounded by rescuers who had been working around the clock. I remember talking to brave souls who charged through smoke-filled corridors at the Pentagon, and to husbands and wives whose loved ones became heroes aboard Flight 93. I remember Arlene Howard, who gave me her fallen son’s police shield as a reminder of all that was lost. And I still carry his badge.

As the years passed, most Americans were able to return to life much as it had been before 9/11. But I never did. Every morning, I received a briefing on

the threats to our nation. I vowed to do everything in my power to keep us safe.

Over the past seven years, a new Department of Homeland Security has

been created. The military, the intelligence community, and the FBI have been transformed. Our nation is equipped with new tools to monitor the terrorists’ movements, freeze their finances, and break up their plots. And with strong allies at our side, we have taken the fight to the terrorists and those who support them. Afghanistan has gone from a nation where the Taliban

harbored al Qaeda and stoned women in the streets to a young democracy that is fighting terror and encouraging girls to go to school. Iraq has gone from a brutal dictatorship and a sworn enemy of America to an Arab democracy at the heart of the Middle East and a friend of the United States.

There is legitimate debate about many of these decisions. But there can be little debate about the results. America has gone more than seven years without another terrorist attack on our soil. This is a tribute to those who toil night and day to keep us safe — law enforcement officers, intelligence analysts, homeland security and diplomatic personnel, and the men and women of the United States Armed Forces.

Our nation is blessed to have citizens who volunteer to defend us in this time of danger. I have cherished meeting these selfless patriots and their families. And America owes you a debt of gratitude. And to all our men and women in uniform listening tonight: There has been no higher honor than serving as your Commander-in-Chief.

The battles waged by our troops are part of a broader struggle between two dramatically different systems. Under one, a small band of fanatics demands total obedience to an oppressive ideology, condemns women to subservience, and marks unbelievers for murder. The other system is based on the

conviction that freedom is the universal gift of Almighty God, and that liberty and justice light the path to peace.

This is the belief that gave birth to our nation. And in the long run, advancing this belief is the only practical way to protect our citizens. When people live in freedom, they do not willingly choose leaders who pursue campaigns of terror. When people have hope in the future, they will not cede their lives to violence and extremism. So around the world, America is promoting human liberty, human rights, and human dignity. We’re standing with dissidents and young democracies, providing AIDS medicine to dying patients — to bring dying patients back to life, and sparing mothers and babies from malaria. And this great republic born alone in liberty is leading the world toward a new age when freedom belongs to all nations.

For eight years, we’ve also strived to expand opportunity and hope here at home. Across our country, students are rising to meet higher standards in public schools. A new Medicare prescription drug benefit is bringing peace of mind to seniors and the disabled. Every taxpayer pays lower income taxes. The addicted and suffering are finding new hope through faith-based

programs. Vulnerable human life is better protected. Funding for our veterans has nearly doubled. America’s air and water and lands are measurably

cleaner. And the federal bench includes wise new members like Justice Sam Alito and Chief Justice John Roberts.

When challenges to our prosperity emerged, we rose to meet them. Facing the prospect of a financial collapse, we took decisive measures to safeguard our economy. These are very tough times for hardworking families, but the toll would be far worse if we had not acted. All Americans are in this together. And together, with determination and hard work, we will restore our economy to the path of growth. We will show the world once again the resilience of America’s free enterprise system.

Like all who have held this office before me, I have experienced setbacks. There are things I would do differently if given the chance. Yet I’ve always acted with the best interests of our country in mind. I have followed my

conscience and done what I thought was right. You may not agree with some

of the tough decisions I have made. But I hope you can agree that I was willing to make the tough decisions.

The decades ahead will bring more hard choices for our country, and there are some guiding principles that should shape our course.

While our nation is safer than it was seven years ago, the gravest threat to our people remains another terrorist attack. Our enemies are patient, and determined to strike again. America did nothing to seek or deserve this

conflict. But we have been given solemn responsibilities, and we must meet them. We must resist complacency. We must keep our resolve. And we must never let down our guard.

At the same time, we must continue to engage the world with confidence and clear purpose. In the face of threats from abroad, it can be tempting to seek comfort by turning inward. But we must reject isolationism and its companion, protectionism. Retreating behind our borders would only invite danger. In the 21st century, security and prosperity at home depend on the expansion of liberty abroad. If America does not lead the cause of freedom, that cause will not be led.

As we address these challenges — and others we cannot foresee tonight — America must maintain our moral clarity. I’ve often spoken to you about good and evil, and this has made some uncomfortable. But good and evil are present in this world, and between the two of them there can be no

compromise. Murdering the innocent to advance an ideology is wrong every time, everywhere. Freeing people from oppression and despair is eternally right. This nation must continue to speak out for justice and truth. We must always be willing to act in their defense — and to advance the cause of peace. President Thomas Jefferson once wrote, “I like the dreams of the future better than the history of the past.” As I leave the house he occupied two centuries ago, I share that optimism. America is a young country, full of vitality,

constantly growing and renewing itself. And even in the toughest times, we lift our eyes to the broad horizon ahead.

I have confidence in the promise of America because I know the character of our people. This is a nation that inspires immigrants to risk everything for the dream of freedom. This is a nation where citizens show calm in times of danger, and compassion in the face of suffering. We see examples of

America’s character all around us. And Laura and I have invited some of them to join us in the White House this evening.

We see America’s character in Dr. Tony Recasner, a principal who opened a new charter school from the ruins of Hurricane Katrina. We see it in Julio Medina, a former inmate who leads a faith-based program to help prisoners returning to society. We’ve seen it in Staff Sergeant Aubrey McDade, who charged into an ambush in Iraq and rescued three of his fellow Marines. We see America’s character in Bill Krissoff — a surgeon from California. His son, Nathan — a Marine — gave his life in Iraq. When I met Dr. Krissoff and his family, he delivered some surprising news: He told me he wanted to join the Navy Medical Corps in honor of his son. This good man was 60 years old — 18 years above the age limit. But his petition for a waiver was granted, and for the past year he has trained in battlefield medicine. Lieutenant

Commander Krissoff could not be here tonight, because he will soon deploy to Iraq, where he will help save America’s wounded warriors — and uphold the legacy of his fallen son.

In citizens like these, we see the best of our countrycitizen of the United States of America.

And so, my fellow Americans, for the final time: Good night. May God bless this house and our next President. And may God bless you and our wonderful country. Thank you. (Applause.)

going to bars and going to parties. All I do is get in my car and go to work every day. This life is too hard. I need to make a fresh start.

Life is about choices

Ladies and Gentlemen, I want to tell you something very important today. I want tell you that life is about choices. You can choose to be miserable or you can choice to enjoy life. You can choose to improve your health or you can choose to destroy it. I hope you will make correct choices. I hope you will choose to enjoy your family, enjoy your friends, enjoy your work, and enjoy your everyday life. Life is a gift, and we really should enjoy every minute of it. Join the group of people who make good choices. Enjoy your life!

The secret of happiness

Ladies and Gentlemen, today I’m going to talk about happiness. Where does happiness come from? It doesn’t come from other people. It doesn’t come from material things. It doesn’t come from having a lot of money and power. It doesn’t come from being popular. It comes from giving love to other people. It comes from giving you best effort to everything you do. It comes from getting satisfaction from helping other people. It comes from growing smarter and wiser every day. The happiness you feel is equal to the love you give. The more you give, the happier you will be.

Three Tips about life Ladies and Gentlemen, good evening. There are three things I want to talk about today. The first thing is, think before you speak. Say positive things, don’t hurt other people with words. The second thing is, treasure every breath. Life is precious. We shouldn’t take anything for granted. We must be thankful for every breath. The third thing is, nothing is impossible. If you think you can, you can. Never doubt yourself. You can do anything. These three things have helped me throughout my life. Thank you.

What is more important than money? Ladies and Gentlemen, good evening. Today I’d like to make a small speech on family. I have a question to ask all of you. What is the most important thing in your life? I know many of you will say money is the most important. But I want to tell you, many things are more important than money in life. It’s a shame that most people don’t realize this. Family, health, and happiness, are much more important than money. Without family, health, and happiness, money means nothing. Make sure you remember this important lesson and spend time with your family. People who spend more time with their families are usually healthier and happier.
