摘要：全世界都十分关注与医疗保险有关的问题。由于中国的医疗保险政策在不断完善,因此对相关外国文本的翻译需求也不断增加。本翻译实践报告源文本是一篇学术论文The Regulatory Failure to Define Essential Health Benefits（《基本医疗服务界定的监管失控》）,选自American Journal of Law＆Medicine（《美国法律与医学杂志》）。该文本介绍了美国《平价医疗法》颁布后美国政府如何监管保险市场、保险公司又是如何在该法律的背景下实现自己的最大利益,从三个例子进行论述并指出该法律实施的现状、存在的问题并提出一些改进意见和建议。源文本共15,192字,由本报告作者独立翻译。在本报告中,作者首先介绍了翻译任务及其意义,然后描述了从预翻译、翻译、修改和最后润色的翻译过程。此外,作者还介绍了理论基础:文本类型理论和交际翻译理论。案例分析是本报告的重点,在这部分中,作者用一些例子来说明翻译是如何在交际翻译理论的指导下进行的,以及如何解决翻译中的问题。在结论中,作者总结了关于如何做好翻译工作的认识,同时还总结了未解决的问题和局限。期望本报告能为将来的译者在翻译同类文本时提供些许参考。
