浅谈如何正确理解“讲真话、讲实干”

2013年“讲真话、讲实干”学习教育活动的开展,再一次的激发出这个企业企业文化的磅礴生命力,2012年“双讲”所带来的对企业、对每一位员工受益还一直持续着,不曾消退。新“双讲”的开展,让我又一次的沉浸其中,去学习、去理解、去感悟……

企业文化作为一个企业的内涵,是核心竞争力的重要组成,“双讲”作为企业文化的一部分,会时时刻刻推动着企业的发展,随着集团新发展战略的制定,为了集团更快发展的需要,“讲真话、讲实干”的孕育而出,确保了集团未来发展战略和企业文化的建设,按照腾飞发展,高效管理的要求,着眼于增强团队的创造力、凝聚力和战斗力,切实解决了与集团腾飞发展不相适应的突出问题,为集团2015年、2018年发展战略目标的实现提供坚强的思想保证、组织保证和能力保证。

何为“讲真话、讲实干”,必须从它的内涵去深入品味,它是从“讲礼节、讲勤俭”上的基础上进一步的升华,所以如果在在第一阶段的教育学习活动中有很深的感促的话,或者对这个企业的企业文化内涵有稍许认知的话,我们可以更好的理解什么是“讲真话、讲实干”,我们为什么要去开展“讲真话、讲实干”,最终要的是要去思考:我们如何去参与“双讲”学习教育活动,如何把它落实到平时的生活工作当中,提高自身的人格魅力和工作素质,从而最后能通过所有员工的努力,推动企业更好更快的发展。

——同国务院参事和中央文史研究馆馆员座谈时的讲话

这次是我担任总理以来第5次听取参事、馆员们的意见。今天有8位同志发言,还有6位同志的书面发言,也都印发给大家了。这些发言涉及范围非常广泛,包括经济社会发展、科技教育以及文化宗教事务。大家的意见都非常重要,值得我们国务院及有关部门认真研究,还是这句话:“知者尽言,国家之利”。从参事室负责同志的汇报和参事、馆员的发言,我们看到参事室、文史馆的工作又有了新的进展。我曾经提出,要将参事室建成有中国特色的高水平政府咨询机构。现在看来,朝这个方向努力是对的,也有初步的成效。

今天和大家座谈,我仍旧要强调讲真话。讲真话,就要有听真话的条件。我早在给已逝的老参事吕德润先生写信时引用了“知屋漏者在宇下,知政失者在草野”这句名言。在上次座谈会上,我又强调“知无不言,言无不尽;言者无罪,闻者足戒”。我今天还想讲,要创造条件让人们讲真话,让参事、馆员讲真话,“贤路当广而不当狭,言路当开而不当塞”。古语说:“大智兴邦,不过集众思”。朱熹说:“问渠哪得清如许,为有源头活水来”。政府的政策要做到清明,符合实际,符合人民的意愿,就必须倾听来自人民的意见,集思广益,这就需要有持久不断的“活水”。

对参事室、文史馆的工作,我想提几点要求供大家一起研究。

第一,加强对经济社会发展中重大问题的政策研究。当前我们国家发展的重大问题是哪些呢?我以为主要有几个方面:一是坚持科学发展和转变发展方式,努力解决发展的不稳定、不协调、不平衡和不可持续的问题。二是推进社会公平正义,认真解决地区、城乡发展不平衡和收入分配不公的问题,做到无论任何组织、任何个人,在宪法和法律面前一律平等。三是促进经济社会协调发展,改变“一条腿长一条腿短”的现象,重视发展科技、教育、文化、卫生、体育等社会事业。四是坚持依法治国,建设社会主义法治国家,特别要保证司法的独立和公正。五是深化经济体制改革和政治体制改革,从制度和体制上解决影响经济社会发展的深层次问题,使国家长治久安。这五个问题都是关系国家长远发展的大问题,需要在党和政府领导下统筹谋划,认真解决。希望参事和馆员们经常到地方和基层走一走、看一看,了解基层的情况,倾听人民的呼声。对现实生活中涌现出来的有生命力的新生事物、新鲜经验及时加以挖掘和提炼,对存在的问题、矛盾和困难要毫不掩饰地如实反映,为国家解决这些重大问题提出真正有价值的对策和建议。

第二,重视对历史和国际经验的比较研究。历史是一面镜子,国际经验也是一面镜子。我们在现代化的进程当中,始终要注意经常地照一

照这两面镜子,鉴古知今,博采众长。这样,我们前进的步伐会更加扎实、更加有力。大家非常熟悉《贞观政要》里这句名言:“以铜为镜,可以正衣冠;以古为镜,可以知兴替;以人为镜,可以明得失”,我以为这至今仍然是至理名言。现阶段我们前进中遇到的许多问题,一些发达国家也曾经遇到过,比如社会保障问题、住房问题、贫富差距问题、腐败问题、司法公正问题、环境保护问题、权力监督问题,等等。不同的国家解决这些问题往往有不同的方法,有的成功,有的失败,有的至今还在探索。我们要立足国情,对那些成功的经验认真地借鉴和吸收,对那些失败的教训切实地警惕和避免,对尚在探索中的问题加强合作和交流,共同破解难题。还是那句话:只有开放兼容,国家才能富强;只有与古为新,社会才能进步。就拿腐败来说,这是古今中外都想要消除的社会毒瘤。一些发达国家在其发展的过程中也曾受到贪腐成风、民怨沸腾的困扰。通过体制改革,包括改革选人用人制度和加强对权力的监督,腐败现象有所遏制和解决。这次我在“两会”记者招待会上说过,要消除腐败的土壤,最根本的在于改革制度和体制,让人民批评和监督政府,让权力受到制约。我这样说,也是借鉴了历史和国际正反两方面的经验。参事、馆员们的历史知识和国际经验比较丰富,希望大家开阔视野,通过纵向和横向的比较研究,为解决我国现代化进程中的难题献计献策。

第三,注重对社会转型期道德文化建设的研究。从一定意义上讲,文化是制度之母。一种社会制度的形成、巩固和发展,需要有相应的文化为其提供指导和奠定基础。我国改革开放30多年来,伴随经济社会的发展和民主法制的推进,文化建设有了很大的进步。同时也必须清醒地看到,当前文化建设特别是道德文化建设,同经济发展相比仍然是一条短腿。举例来说,近年来相继发生“毒奶粉”、“瘦肉精”、“地沟油”、“彩色馒头”等事件,这些恶性的食品安全事件足以表明,诚信的缺失、道德的滑坡已经到了何等严重的地步。一个国家,如果没有国民素质的提高和道德的力量,绝不可能成为一个真正强大的国家、一个受人尊敬的国家。党中央、国务院高度重视文化建设,我们的文化建设除了生产更多健康有益、丰富多彩的精神文化产品,满足

人民群众日益多样化的文化需求外,还要把加强同市场经济、民主法治、和谐社会建设相适应的道德文化建设放到更加突出、更加重要的位置上来,这是今天我特别想强调的一个重大问题。要在全社会大力加强道德文化建设,形成讲诚信、讲责任、讲良心的强大舆论氛围。这不仅是维护正常生产生活和社会秩序的需要,也有利于从根本上铲除滋生唯利是图、坑蒙拐骗、贪赃枉法等丑恶和腐败行为的土壤。在新的历史条件下加强道德文化建设,是一项复杂而艰巨的社会系统工程。我们要把依法治国和道德建设紧密结合起来,深化政治体制改革、经济体制改革、文化体制改革、司法体制改革,完善法律法规,使有道德的企业和个人受到法律的保护和社会的尊重,使违法乱纪、道德败坏者受到法律的制裁和社会的唾弃。同时,我们要从绵延数千年的中华优秀传统文化中汲取营养,从世界优秀的文明成果中取长补短,从而培育具有时代精神、自尊自信、深入人心的社会主义道德风尚。我希望,参事室、文史馆发挥自己的独特优势,在这方面做出卓有成效的努力。

第四,发扬崇尚理性、追求真理的科学精神。做学问、搞研究是件很辛苦的事情,而发扬崇尚理性、追求真理的科学精神更需要勇气、学识和为人民服务的精神。什么是理性思维?就是尊重自然规律、科学规律、经济规律和人类发展进步的规律,这是研究学问、从事实际工作的基本要求。不论研究学问还是从事实际工作,都必须要有理性思维。要做到这一点,并不是容易的,这就要求我们必须有爱国家、爱人民并为之服务和献身的精神,就必须有尊重客观实际和规律、追求真理并为之不懈探索和牺牲的精神。上次座谈会我讲话时,引用了陈寅恪先生的“独立之精神、自由之思想”,这是我一生都崇尚的格言。今天我们的参事、馆员从事调查研究,同过去关在书斋里做学问有很大的不同,要有不畏艰辛、不怕牺牲、求实崇真的精神,同样值得提倡“千夫诺诺,不如一士谔谔”。我认为,深入实际而不浮躁,独立思考而不跟风,敢说真话而不人云亦云,这是参事、馆员人格魅力之所在,也是提高咨询国是水平的关键。

各位参事、各位馆员:

一个国家、一个民族,总要有一批心忧天下、勇于担当的人,总要有一批从容淡定、冷静思考的人,总要有一批刚直不阿、敢于直言的人。宋代理学大师朱熹在任福建漳州知州时,曾为创办的白云岩书院写过一副对联:“地位清高,日月每从肩上过;门庭开豁,江山常在掌中看”。这是千百年来中国仁人志士的崇高精神追求。在我看来,把这副对联用在今天参事、馆员们的身上也很贴切。我们就是要有这样的境界和追求。我相信,经过不懈的努力,参事室、文史馆一定能够成为有特色、高水平的政府咨询机构,一定能为推进中国特色社会主义伟大事业做出更大的贡献。

Good afternoon, everyone. I’m Zhou Yan. I’m an English teacher from Experimental School of Suqian. Now I’ll say Sample A of Lesson Six in Book One. I’ll prepare to say the lesson from four parts. Part One Analysis of the Teaching Material (一) STATUS AND FUNCTION

1.This is an important lesson in Book One. From this lesson, it starts asking the Ss to grasp contents of each Sample. To attain “four skills” request of listening, speaking, reading and writing. To start listing “Word Bank” and tell the Ss to remember the new words. To start asking the Ss to write the English sentences well. Therefore this lesson is in the important position of the teaching material.

2.This lesson is the first one of Unit 2.So if the Ss can learn it well, it will be helpful to make the Ss learn the rest of this unit.

3.Such a topic is related to daily life, so it is helpful to raise learning interests of students and it will be also helpful to improve their spoken English. (二)ANALYSIS OF THE STUDENTS

The Ss has learned English for about one month so far. They can understand some words and some simple sentences. The Ss have taken a great interest in English now. (三)TEACHING AIMS AND DEMANDS

The teaching aim's basis is established according to Junior School English syllabus' provision. 1.Knowledge objects

(1) To make the Ss know how to use the affirmative sentence “This is. . . .” and the negative sentence “This is not….”Everyday expressions for “Apologies”“I'm sorry”“That's all right”.

(2) To study the new words “six, hey, sorry, it’s, that’s”, etc. by learning the dialogue of this lesson. (3) To finish some exercises. 2.Ability objects

(1) To develop the Ss’ abilities of listening, speaking, reading and writing. (2) To train the Ss’ ability of working in pairs.

(3) To develop the Ss’ abilities of communication by learning the useful structures. 3.Moral objects

(1) To enable the Ss to be polite and love life. (2) To enable the Ss to look after their things well. (四)TEACHING KEY AND DIFFICULT POINTS

The teaching key and difficult points’ basis is established according to Sample A of Lesson Six in the teaching material's position and function. 1.Key points:

(1).To help the Ss to communicate with each other.

(2).To enable the Ss to study in groups and co-operate skillfully. (3).To develop the Ss’ interest in English. 2.Difficult points:

(1) How to make dialogues and act them out. (2) How to write the right whole sentences. (五) TEACHING AIDS

Multi-media computer, Tape recorder, Software: Powerpoint or Authorware, school things and so on. They will be needed in this lesson. Part Two The Teaching Methods 1. Communicative teaching method 2. Audio-visual teaching method 3. Task-based” teaching method

As we all know: the main instructional aims of learning English in the Middle School is to cultivate students’ abilities of listening, speaking, reading, writing and their good sense of the English language. So in this lesson I’ll mainly use “Communicative” teaching method, “Audio-visual” teaching method and “Task-based” teaching method. That is to say, I’ll let the Ss to get a better understanding of the key structure of the dialogue. I’ll give the Ss some tasks and arrange five kinds of activities: talking, guessing games, watching CAI, acting out Sample A and having a competition. Teaching special features

To use these methods are helpful to develop the Ss’ thought. Part Three STUDYING WAYS

1.Teach the Ss how to be successful language learners.

2.Let the Ss pass "Observation—Imitation—Practice " to study language. 3.Teach the Ss how to master dialogues and how to communicate with others. Teaching special features:

Let the Ss communicate with each other and adopt competition methods to develop the Ss’ keen interest in English.

Part Four Teaching Procedure

I’ll finish this lesson in four steps. First I’ll divide the Ss into four groups and bring a competition into the class. At last let’s see which group is the winner. Step1 Warm-up

1. Free talk between T and Ss .

Such as: Hi, I’m . . . . What’s your name? This is …. How do you do? Who is he/she? How are you? Who can count from 1to 5? What’s this in English? etc.

2.A game: Ask the Ss to give T some school things. For example: T: Give me your book.(ruler, box, pen, table, knife, etc.) T: This is your book. This is not my book. It’s your book. etc.

In this course I’ll ask them to make a dialogue group by group without repetition. Find out which group will make the most dialogues.

Purpose of my designing: I think it is important to form a better English learning surrounding for the Ss by imitating and at the same time it is necessary to provide situations to review learned knowledge. Step2. Presentation

This course is very important. I’ll mainly talk about this step.

I’ll use CAI to present the whole dialogue. Arrange some situations to help Ss understand Sample A. First scene: There is a bag on the floor. B is picking it up and get ready to leave. Now A is talking with B. A: Hi, B. How are you today? B: I’m fine, thank you. And you? A: I’m fine, too. Oh, this is my bag. B: No, this is not your bag. It’s my bag. A: (Look closely) Oh, I’m sorry. B: That’s all right.

(At the same time, C is running up and hitting A.) C: Oh, I’m sorry. A: That’s OK.

I’ll write the key points on the Bb while they are watching. After watching, I’ll teach them to read the words and sentences on the Bb. Make sure they can read them well.

Purpose of my designing: To present Sample A by CAI is much easier for the Ss to learn and grasp the meanings. CAI can provide a real situation with its sound and picture and it makes the relationships between the Ss better. Step3.Practice

First play the tape recorder. Let the Ss listen and imitate the dialogue. Pay attention to their pronunciation and intonation. In this step the Ss are required to practise the Sample in pairs by reading the dialogue aloud. This step is employed to make the Ss grasp the Sample .At last I’ll ask the Ss to think hard and act it out with a partner according to Sample A. Then find out which group will act it out well. I’ll give them red stars.

Purpose of my designing: This step is employed to make the Ss get the general idea of the dialogue as a whole one. At the same time let the Ss have a chance to practise their listening and spoken ability. Step4.Production

In this step I’ll give the Ss a free space to show their abilities.

Second scene: The Ss are having a picnic. It’s hot and they take off their coats and put them together. They are singing and dancing, laughing and chatting. After the picnic, they begin to look for their coats. D and E are talking. F and G are talking. etc.

After watching, I’ll give the Ss some tasks to make similar dialogues without repetition and find out which group will make more dialogues.

Purpose of my designing: “Task-based” teaching method is used here to develop the Ss’ ability of communication and also their ability of co-operation will be well trained. Tell the Ss we should be polite and take good care of our things. We should love our life. I think proper competition can arouse the Ss’ interest in English learning. If the Ss can finish this task well, they will benefit a lot in their spoken English. 2.Skill 1 Model 1.

I’ll ask four Ss of the groups to write these sentences on the Bb in the four lines.

Then check their handwriting, correct their mistakes. Find out who will write well and whose handing is the best. 3.Finish the Ss’ workbook.

Purpose of my designing: To check the knowledge Ss have learned in this lesson. Step5.Homework:

(1)Recite the words as many as possible after class.

(2)Make a dialogue according to Sample A and write it in the exercise book.

Purpose of my designing: I think homework is so important that the Ss should speak English as much as they can in class or after class. It is necessary for the Ss to do some extensive exercises after class to consolidate the knowledge they learned. Blackboard Design
