英语四级不应该与大学学位证挂钩--定稿
谢谢主席，大家晚上好。 首先，让我们先来明确几个关键概念，在《现在汉语词典》中，“挂钩” 比喻“建立某种联系”。学位则是“根据专业学术水平由高等院校、科研机构等授予的称号。至于“英语四级”指的是大学英语四级考试，而非外语类的专业四级。下面我将会从个人以及社会的角度阐述我方观点：英语四级，不应该与学位证挂钩。
1、从学生自身情况来分析，21世纪的大学生是个性张扬、追求个性解放的一代。不同的人有不同的个性与特点，有一部分学生在专业学习上很出色，而对于语言类的学习天赋不够，一味的要求四级考试与学位证挂钩，这种一刀切的四级考试制度将扼杀了学生创造力。另一方面，这种硬性的要求会导致一部分英语差，心有余而力不足的学生考试舞弊，不利于大学生人格的健全与完善。
央视“时空调查”发现：由于四级成绩与学位证挂钩，29.7%的学生几乎将全部精力和时间都用在英语上，54.48%的学生利用其他课程时间准备四级考试，61.6%已经通过四级的学生表示，尽管通过了，原本的自主学习变成了应付考试，对英语的学习兴趣反而降低了。
2、从教育目标层面来分析，大学教育的目标是为社会培养更多优秀的人才。不同的专业对于英语的要求能力不同，学校教育也正逐渐从通才教育转向专才教育，需要针对不同特点的学生采取不同的教育方式。如果规定四级与学位证挂钩，势必会占用很多学习其他知识的
时间，不利于学生特长的发挥。大学校园应尽量营造一种自由的学术氛围，让英语四级考试成为大家自愿考取的证书已是大势所趋。
在前几天的全国政协十二届一次会议讨论会上，全国政协委员、中国社会科学院信息情报研究院院长张树华说，重视和学习英语只是一种手段，是基于我们改革发展的需要，一些教育部门和机构却本末倒置，将它当作了唯一目的。同时英语教学与应用严重脱节，教学陷入了自我折磨、自娱自乐的怪圈。
3、从社会需求层面来分析，不同的工作岗位对于英语能力的要求不同，而如今社会上需要的更多的是能用英语交流的能力，而英语四级考试培养的更多的是学生的应试能力，对于英语口语应用方面并没有多大的作用。而这种本身存在局限性的考试，对大家作硬性考过的规定既不合理更没有必要。
最后，需要强调的是，我们今天讨论的不是四级考试存在的利弊问题，四级考试本身是好的，它不仅是对学生英语水平的肯定，也是对学校整体英语教学水平的肯定。但是是否应该对具有不同性格特点的所有大学生都作这一硬性的要求才是我们今天要讨论的问题，我方认为应该让四级考试成为大学里一个自愿考取的证书，充分尊重学生的个性与特点。
所以我方坚定的认为：英语四级不应该与大学学位证挂钩。
第二篇：关于申请参加南昌大学学士学位英语考试的通知
各学院：
经学校研究决定，将于2014年4月26日举行校学士学位英语考试，现将有关事宜通知如下：
一、考试对象：
1、在校的2009级(5年制)、2010级、2011级、2012级未通过国家英语四级考试的非艺术、体育类学生和未通过省内三级英语考试的艺术、体育类学生(大学英语课程结束学期(第三学期)的期末考试成绩≥70分者不可参加)且未通过校学位外语考试;
2、2012届、2013届毕业时仅因英语原因未获学士学位的、有资格申请补授学士学位的毕业生。
二、报名办法：
1、2009级(5年制)、2010级、2011级、2012级学生可于3月24日08:00前在网上申请报名，3月25日12:00前以班为单位到各学院教务办交费.
申请办法：学生登陆http://218.64.56.18。输入本人学号和密码进入系统，进入“学生专区”，依次点击“考务管理”，“社考报名”进入考级报名界面，体育类、艺术类学生选择“2014年4月26日学位英语考试(艺术)”，普本类学生(含双学位学生，双学位学生注意使用双学位学号报名)选择“2014年4月26日学位英语考试(普本)”后点“我要报名”，出现“报名信息确认”对话框，点“保存”即可;
2、已毕业的学生请携带身份证、毕业证于3月25日12:00点前到各学院教务办申请报名。考试前一天(4月25日)到学院教务办领取准考证;
3、各学院于3月26日12:00前将报名材料交教务处学籍科。
三、考试要求：
1、在校生凭准考证、考试证(或身份证、校园卡)参加考试，
已毕业的学生凭准考证、身份证参加考试;
2、二证缺一不可，否则不得参加考试;
3、具体考试安排另行通知。

近日，山东省学位办下发了《关于不再统一组织山东省成人高等教育本科毕业生申请学士学位外语统考的通知》(鲁学位办[2016]1号)，经山东省举办成人高等教育的本科高校集体研究决定，自2016年起,山东省成人高等教育本科毕业生(非英语专业)申请学士学位外语考试，须参加全国英语等级考试三级(简称PETS-3)的笔试。现将有关事项通知如下：
一、PETS报名及考试时间
报名时间一般为每年一月第二周的周三至周日和每年七月第二周的周三至周日;考试时间一般为每年三月和九月。具体报名、考试安排及相关费用等以山东省教育招生考试院当年当次的通知为准。
二、报名资格和有效期
1.成人高等教育本科(含高中起点本科、专科起点本科)学生在读期间均可自行报名参加全国英语等级考试，在毕业前取得合格证书视为有效。
2.2013级学生(即2016届毕业生)在2015年已参加省招生考试院组织的学位英语考试，且成绩合格的，其成绩仍然有效，根据学校学位委员会日程安排，按时申请学位授予。未参加过省招生考试院组织的学位英语考试或成绩不合格的2013级学生，只能参加今年9月份的PETS-3考试，学位授予延迟至2016年年底进行。
3.考试报名截止后一周内,学生须将报考PETS《考生信息确认单》(复印件)或《准考证》(复印件)交函授站(教学点)，直属班学生直接交班主任。请函授站(教学点)做好报名统计情况，认真填写《PETS三级笔试报名统计表》(见附表)，统计数据一定要完整、准确，于报名截止后一周内上报我校函授教学科。
三、考试大纲和教材
考试大纲和教材由教育部考试中心指定。请学生根据需要自行订购。
四、考试组织实施
我省的PETS考试由山东省教育招生考试院负责,由各地市招办具体组织实施。报考学生可直接向所在地招办咨询报名考试相关事宜。
五、成绩查询
教育部考试中心提供电话查询分数服务。考试结束75天后，考生可登陆教育部考试中心综合查询网查询成绩，也可通过声讯电话有偿查询成绩。各省教育考试院也提供网络或电话查询。考生须按照话音指令输入准考证号码，然后可获知成绩。
六、成绩合格认定 PETS考试发放证书和“成绩单”的时间大约在考试结束后75天左右，具体时间考生可与各考点联系确认。凡参加考试的考生均有“成绩通知单”，成绩合格者，可获得由教育部考试中心统一颁发的《全国英语等级考试笔试成绩合格证》。
成绩合格者在成绩查询后一周内，将《全国英语等级考试笔试成绩合格证》、成绩单交到所属函授站(教学点)，由函授站连同考生详细信息(含姓名、性别、身份证号、准考证号等)在成绩查询后两周内上交我校。
七、补充说明
1.成人高等教育本科(含高中起点本科、专科起点本科)学生在毕业前取得英语
四、六级合格证书者视为学士学位英语考试成绩合格。请于毕业前上报合格证书原件及复印件(1份)。
2.英语专业应届本科毕业生申请学士学位外语考试的，请各函授站汇总名单后于4月9日前通过原教学平台提交数据(登录管理平台，在“教务管理”--“学士学位”添加数据)。

The reasons for this phenomenon are various. To begin with, examinations lower the standards of teaching. Since teachers are judged by examination results, they are reduced to training their students in exam techniques. No subjects can be taught successfully merely through being approached with intent to take examinations. In addition, the most undesirable effect is that examinations encourage bad study habits. As the examination score is the only criterion for his academic performance, a student is driven to memorize mechanically rather than to think creatively.
In fact, few of us admit that examinations can contribute anything really important to the students’ academic development. If that is the case, why can’t we make a change and devise something more effective and reliable than examination?
