不是的话，就不用承担刑事责任，但也要承担行政责任，这一点《中华人民共和国发票管理办法》中也有规定：第三十五条，违反发票管理法规的行为包括：

(一) 未按照规定印制发票或者生产发票防伪专用品的;

(二) 未按照规定领购发票的;

(三) 未按照规定开具发票的;

(四) 未按照规定取得发票的;

(五) 未按照规定保管发票的;

(六) 未按照规定接受税务机关检查的。

江南细雨夜，手捧一壶香茶，听窗外雨声滴滴答答，阅书中万卷诗集，品古今文人墨客各领风骚，于是斜风细雨不须归，一切都悠悠然地安静下来，你还会浮躁吗?

你还会浮躁吗?在那大自然的怀抱中，感许我们白天在水泥钢筋的高楼大厦中穿行，绿地只是灰色的孤岛。我们无法静静地停下来品味。但在那弥漫雾气的江南雨夜，我们可以坐在窗边，聆听那自然的声音，心中的涟漪荡漾着泛开，幽幽一壶茶，清清一捧雨，湿润着的绿叶连成一片，在夜里望去，黑色的影子中竟也有一丝嫩绿，所有的浮躁都被雨水冲刷开去。只剩下一片片宁静，一片清心。

你还会浮躁吗?在那清婉或豪迈的诗词里。那里有着深沉的思想，古人的韶华。雨夜里，那是“碧海无波，瑶台有路”，回眸间能在心中看见雨汇成溪，汇入江河，便有“大江东去”的豪迈。侧转身，轻风吹过，翻动你的诗页“吹风不寒杨柳风”便跃然纸上，雨凄凄，是“寂寞梧桐深远锁清秋”雨磅礴。更有“吾将上下而求索”的思考。所有的浮躁之气都被墨香所驱散，安静的夜里，只留一份诗韵，一分柔情。

你还会浮躁吗?在历史的年轮里，回想一个朝代。回想一个朝代，品味一段岁月，你的思想如风，如光，穿越时代，抑或跨过汪洋，清幽之气扑面，那是东吴的历史沉淀，菊花清幽，那是陶渊明的释怀。你能看到毛泽东指点江山，红军越过艰难„„
