My Lords and Members of the House of Commons,

I am most grateful for your Loyal Addresses and the generous words of the Lord Speaker and Mr. Speaker.

This great institution has been at the heart of the country and the lives of our people throughout its history. As Parliamentarians, you share with your forebears a fundamental role in the laws and decisions of your own age. Parliament has survived as an unshakeable cornerstone of our constitution and our way of life.

History links monarchs and Parliament, a connecting thread from one period to the next. So, in an era when the regular, worthy rhythm of life is less eye-catching than doing something extraordinary, I am reassured that I am merely the second Sovereign to celebrate a Diamond Jubilee.

As today, it was my privilege to address you during my Silver and Golden Jubilees. Many of you were present ten years ago and some of you will recall the occasion in 1977. Since my Accession, I have been a regular visitor to the Palace of Westminster and, at the last count, have had the pleasurable duty of treating with twelve Prime Ministers.

Over such a period, one can observe that the experience of venerable old age can be a mighty guide but not a prerequisite for success in public office. I am therefore very pleased to be addressing many younger Parliamentarians and also those bringing such a wide range of background and experience to your vital, national work.

During these years as your Queen, the support of my family has, across the generations, been beyond measure. Prince Philip is, I believe, well-known for declining compliments of any kind. But throughout he has been a constant strength and guide. He and I are very proud and grateful that The Prince of Wales and other members of our family are travelling on my behalf in this Diamond Jubilee year to visit all the Commonwealth Realms and a number of other Commonwealth countries.

These overseas tours are a reminder of our close affinity with the Commonwealth, encompassing about one-third of the world’s population. My own association with the Commonwealth has taught me that the most important contact between nations is usually contact between its peoples. An organisation dedicated to certain values, the Commonwealth has flourished and grown by successfully promoting and protecting that contact.

At home, Prince Philip and I will be visiting towns and cities up and down the land. It is my sincere hope that the Diamond Jubilee will be an opportunity for people to come together in a spirit of neighbourliness and celebration of their own communities.

We also hope to celebrate the professional and voluntary service given by millions of people across the country who are working for the public good. They are a source of vital support to the welfare and wellbeing of others, often unseen or overlooked.

And as we reflect upon public service, let us again be mindful of the remarkable sacrifice and courage of our Armed Forces. Much may indeed have changed these past sixty years but the valour of those who risk their lives for the defence and freedom of us all remains undimmed.

The happy relationship I have enjoyed with Parliament has extended well beyond the more than three and a half thousand Bills I have signed into law. I am therefore very touched by the magnificent gift before me, generously subscribed by many of you. Should this beautiful window cause just a little extra colour to shine down upon this ancient place, I should gladly settle for that.

We are reminded here of our past, of the continuity of our national story and the virtues of resilience, ingenuity and tolerance which created it. I have been privileged to witness some of that history and, with the support of my family, rededicate myself to the service of our great country and its people now and in the years to come.

Mr. President,

Prince Philip and I are delighted to welcome you and Madame Pen to Buckingham Palace this evening.

Your visit to the United Kingdom marks a milestone in this unprecedented year of co-operation and friendship between the United Kingdom and China, as we celebrate the ties between our two countries and prepare to take them to ambitious new heights.

The United Kingdom and China have a warm and longstanding friendship. Prince Philip and I recall with great fondness our visit to China almost thirty years ago, where we were privileged to experience your country’s rich history and culture, including the Great Wall, the Forbidden City and the Terracotta Warriors : all unforgettable memories of China’s ancient civilization.

Yet it was China’s desire to shape a new future which captivated us the most. We were struck by the energy and enthusiasm with which China’s leaders were forging ahead with a new and ambitious future for the Chinese people; and I well recall our discussions with the late paramount leader Mr. Deng Xiaoping, who was foremost among these leaders in setting a clear direction for China with his policy of reform. It was also Mr. Deng’s visionary concept of One Country Two Systems which opened the way for the return of Hong Kong to Chinese sovereignty under the Sino-British Joint Declaration.

Almost thirty years later, Mr. Deng’s vision has borne remarkable fruit. Rapid economic growth and development has transformed the lives of people across China and lifted hundreds of millions out of poverty: a huge and historic achievement with far reaching positive effects on people’s lives.

I was delighted that my grandson Prince William was able to witness these changes during his first visit to China earlier this year. Like myself and Prince Philip, he visited not only your great cities of Beijing and Shanghai but also the beautiful province of Yunnan, and saw at first-hand the strong connections which bind our two countries together, be they in culture, education or business.

Mr. President, the relationship between the United Kingdom and China is now truly a global partnership. We have much reason to celebrate the dynamic, growing economic relationship between our countries as well as our success in working together to address pressing international challenges.

We have, this year, marked the seventieth anniversary of the foundation of the United Nations. Today the world faces challenges which call for collaboration between the nations: conflict and terrorism; poverty and ill-health; conservation and climate change. As permanent members of the United Nations Security Council, Britain and China are stewards of the rules-based international system, and we have a responsibility to cooperate on these issues which have a direct bearing on the security and prosperity of all our peoples.

This global partnership is supported by an expanding network of links between the people of our two countries, which are essential in building mutual understanding and friendship, while we welcome the increasing numbers of Chinese tourists, students and business visitors to the United Kingdom.

Mr. President, your visit is a defining moment in this very special year for our bilateral relationship. I am confident that it will serve to highlight the sincerity and warmth of our friendship and to strengthen relations between our countries for many years to come.

Ladies and Gentlemen, I ask you to rise and drink a toast to the President and Madame Pen and to the people of China.

历史的车轮滚滚向前驶进,2009年的新年的钟声即将响起,我们的历史岁月又将翻开新的一页。我们将要辞别2008,迎来2009。

“千门万户瞳瞳日,总把旧桃换新符。”一元复始,万象更新。俗话说:年年岁岁花相似,岁岁年年人不同。人生就是告别昨天,走向明天,人生就是辞旧迎新。中国教育总网文档频道人类的历史就是一部辞旧迎新史。告别昨天,一切己写进历史;展望明天,期待在向我们走来。

而今迈步从头越,新的一年要有新的业绩、新的成就,关键是要有新观念。新观念就在于告别消极,迎来积极;告别烦恼,迎来快乐;告别遗憾,迎来希望。新观念就要有新的设计、新的企盼,锁定新的目标;有新的追求,孕育新的情结,踏上新的征程,总不能穿“新鞋”走“老路”,用“旧船票”登“新客船”,翻“老皇历”过“新日子”。

当然,新与旧是相对的,新与旧本身就是客观世界中存在的辩证法。新陈代谢,是事物的普遍规律。今天是昨天的延续,明天是今天的继续。旧中孕育着新,新中又产生着旧,新旧交替,永无穷尽,这就是事物的发展变化,这就是历史。"

新年的开端,是奔跑的起点,万物生辉的开始。新的开头,要播下新的种子,这种子充满了诗意,刻画着蓝图,孕育着未来,是收获的前奏曲。有道是,良好的开头是成功的一半。我们要扎扎实实地迈好第一步,乃至每一步。

在新的一年将要开端的时候,人们常常是盘点过去,掂量现在,展望未来。2008年注定是中华民族历史上极不寻常又极不平凡的一年。这一年,北京奥运璀璨夺目,神七飞天漫步太空,抗震救灾世界瞩目,两岸关系拨云见日。当然,这一年也多灾多难,年初南方风雪冰冻,五月汶川地动山摇,九月“毒奶”震惊世界,震灾雪灾毒灾灾连灾,真让我们五味杂陈,使我们更加领悟了多难兴邦的深刻内涵,我们民族由此变得更加团结更加坚强。历经了大灾大难大悲大喜而屹立于世界之林的中华民族,更令世界刮目相看。

在全球经济还未从金融风暴的阵痛中醒来的寒冬中,迎来了2009年,这是人类迈入新世纪的第一个“9”,人民共和国走过了60年,预示着2009年又将是一个极不寻常的一年,是一个变革与重构交织、海水与火焰交融的一年,是我们有着许多期待的一年,也是世界期待中国再创经济新奇迹的一年。2009年将是充满挑战的一年,全球风雨飘摇,中国也不平静,我国经济发展面临严重困难,同时也蕴涵着重大机遇。保增长、扩内需、调结构、促发展,我们看到了希望、有了盼头,中国教育总网文档频道坚信中国的发展不会因全球金融危机而逆转,中国经济这艘巨轮继续义不返顾地乘风破浪、勇往直前、驶向彼岸!

改革未有穷期,我们还在路上。在前进的路上还会有风险,还会有困难。“事不避难,知难不难”。最重要的是要在困难和风险中准确判断形势,在挑战和考验中清醒把握方向,增强忧患意识,充分认识国际经济环境的严峻性和复杂性;增强机遇意识,善于从变化中捕捉发展机遇,在逆境里培育有利因素。这一切,年前召开的中央经济工会议己经有了明确的答案和部署。
