1 复试中存在的主要问题

专业学位以专业实践为导向, 重视实践和应用, 培养在专业和专门技术上受到正规的、高水平训练的高层次人才。专业学位教育的突出特点是学术性与职业性紧密结合, 获得专业学位的人, 主要不是从事学术研究, 而是从事具有明显职业背景的工作。专业学位与学术型学位在培养目标上各自有明确的定位, 在人才选拔的招生复试考核过程中也应有所不同。但是, 随着近年来工程硕士专业学位研究生招生数额的扩大, 复试环节中的各种问题便逐步显现出来。

1.1 复试模式的简单移植

当前, 工程硕士专业学位研究生的复试模式基本为学术型硕士研究生复试模式的简单移植, 在复试管理、复试程序、复试内容等方面基本沿用了学术型硕士研究生的复试体系, 或者做了简单微调, 从而使得复试工作无法发挥其应用的作用, 无法更好地选拔出应用性、实践性人才。这已成为工程硕士专业学位招生复试中的突出问题。

1.2 复试工作不重视

全日制工程硕士专业学位研究生从2009年开始招生, 对于学生、家长、用人单位来说为新鲜事物, 甚至部分培养单位和导师都缺乏深刻的了解, 社会认可度目前偏低, 因此考生对此缺乏报考热情。很多高校都存在生源问题, 工学学科专业报考人数甚至已持续多年达不到录取人数[1]。因此, 高校为保证招生数量, 完成招生指标, 不得不放松复试的要求, 无法通过高质量的复试选拔出适合的生源, 复试亦成为了“走过场”。长此以往, 招生单位也变得重初试轻复试, 复试也失去了其应用的功能。

1.3 复试人员专业性不足

硕士研究生招生复试考核选拔工作, 是一项较为复杂的工作, 考核因素众多、内容广泛, 因此, 参与复试的人员应包括各个专业领域的专家。目前, 大部分招生单位在复试面试过程中, 面试人员均以招生学科专业的教师为主, 一方面复试人员大部分为学术型研究生导师, 缺乏对工程硕士专业学位研究生培养的认识和理解, 对于学科专业理论虽有深入的研究, 但是对专业工程实践了解却相对较少;另一方面试组人员结构单一, 不利于在复试面试中对专业能力以外的其他能力进行考核, 如人文素质、心理素质、外语水平等。

2 解决问题的对策

针对以上工程硕士专业学位研究生招生复试过程中存在的问题, 本文提出了以下主要对策, 以期强化复试功能, 保证招生质量。

2.1 建立科学有效的工程硕士专业学位研究生复试指标体系

以学位条例对专业学位硕士研究生培养目标的规定和教育部对复试内容的规定为政策依据, 以专业学位硕士研究生特点的梳理结论为教育依据, 确立专业学位硕士研究生复试指标体系。硕士研究生招生复试考核选拔工作是一项较为复杂的工作, 由于考官个体之间的价值观差异, 考核与选拔难免存在主观臆断, 从而导致不同的考核与选拔主体对同一对象的评定结果相距甚远。如果不建立考核指标体系, 选拔过程难免盲目和笼统。因此, 必须建立科学的复试考核指标体系, 按照既定指标进行考核, 确定各项考核指标的权重, 使考核指标量化、具体化, 克服主观因素的影响, 从而保证复试工作科学规范。

2.2 重视研究生复试工作, 提高选拔质量

复试是进一步考察考生综合素质和能力的重要环节, 是研究生招生考试的重要组成部分。各招生单位应根据教育部有关文件精神, 结合自身实际情况, 制定出招生复试工作实施办法, 提高录取选拔质量;树立科学的人才选拔理念, 加强导师对工程硕士专业学位研究生培养的认识和理解, 充分发挥和规范导师群体在复试选拔中的作用, 进一步明确导师群体的学术权利和责任, 提高导师群体科学规范选拔人才的能力, 不断提高人才选拔质量;严把复试关, 对于生源较好学科专业, 进一步加大复试力度, 以求选拔出真正的优秀人才, 而对于生源不足的学科专业, 更应做好复试工作, 做到宁缺勿滥, 确保生源质量。

2.3 加强复试人员的遴选和培训

加强复试人员的遴选和培训工作是保证复试质量的重要保障。首先, 建立复试专家的遴选指标体系, 严格按照各指标进行遴选工作。同时根据所建立的复试指标体系对综合素质的要求, 选择一定数量的专业外复试专家, 组成结构科学合理的复试组。其次, 加强复试人员的培训工作, 相关调查问卷结果表明超过85%的研究生、校外导师和管理人员和超过68%的校内导师都认为开展专业学位研究生导师的培训工作是有必要的[2]。因而, 加强复试人员的培训同样十分必要, 一方面加强对专业学位研究生培养的特点和规律的认识, 对专业学位研究生教育相关政策和规定的讲解, 另一方面提高复试人员相应学科理论素养与实践能力, 加强对复试专家进行复试程序、复试指标、复试规则方面的培训, 提高复试专家的选拔评价能力[3]。

3 结语

由于全日制工程硕士专业学位研究生教育刚刚起步, 无论是研究生、研究生导师, 还是企事业单位、社会等对专业学位研究生教育的认识都不足, 还处于摸索阶段, 相应的招生复试工作也还不完善, 存在各种各样的问题。我们要依据专业学位研究生主要培养应用型人才的目标和定位, 规范复试阶段的管理, 强化招生复试功能, 完善复试环节。

当前，科学技术突飞猛进，新知识、新理论、新技术日新月异，职业分化越来越细，职业的技术含量和专业化程度越来越高，对专门人才的需求呈现出大批量、多规格、高层次的特点。世界各国高等教育都主动适应这种变化，积极进行人才培养目标和培养模式的调整，大力提高人才培养的适应性和竞争力。自2009年，我国开始招收全日制硕士专业学位研究生，并逐年扩大专业学位研究生招生规模，逐步实现研究生教育结构的历史性转型和战略性调整。

面对日趋强烈的高层次应用型专门人才需求，工程硕士专业学位研究生教育应该如何进一步推进改革，提高质量，尤其是如何把好专业学位研究生的复试关使工科学科根据自身条件构建复试指标体系，把专业学位硕士研究生培养目标与特点有效表现出来，已经成为一个现实问题。

一、复试指标体系的设计思路

首先明确工程硕士专业学位研究生复试指标体系构建的目标，即选拔优秀的工程类应用型人才，广泛收集资料，寻找工程硕士专业学位研究生复试指标构建的依据，主要包括政策依据（即教育部关于复试和工程硕士专业学位研究生培养目标方面的政策）、学理依据（学者们对复试考核内容与研究生具备素质方面的研究）、实证依据（对学院研究生导师的访谈）和学科依据（工程学科特点）；其次明确工程硕士专业学位研究生指标体系的设计原则，具体包括整体性原则、独立性原则、可测性原则、通俗性原则和特殊性原则；最后形成由三级指标构成的工程硕士专业学位研究生复试指标体系。

二、复试指标的选取

1.一级指标的选取

构建工程硕士专业学位研究生复试指标体系时，既要从整体上把握国家教育政策对工程硕士专业学位研究生培养目标以及研究生复试的一般规定，体现国家对研究生质量规格的要求，又要突出重点，具有较强的针对性，使构建的指标体系为工程硕士专业学位研究生量身定做。因此，可以从以下三个方面对工程硕士专业学位研究生进行复试：专业性指标、能力性指标、综合性指标。

2.二级指标的选取

（1）专业性指标的二级指标。根据教育政策依据可以看出，本专业理论知识是复试明确的考核要素之一。此外，通过对学理依据的分析发现，外语知识被学者们统一认定为复试必备知识。结合工程硕士专业研究生的应用型培养目标中计算机知识的要求，专业性指标可以分解为：专业知识、外语知识和计算机知识。

（2）能力性指标下的二级指标。选取能力性指标时，要从一般能力性指标从发，再结合工程硕士的特殊性，从而得到体现工程硕士特色能力性指标。鉴于此，将能力性指标下分为实践能力和创新能力。

（3）综合性指标的二级指标。工程硕士专业学位研究生综合素质的评价，要借鉴大学生综合素质评价体系，从多角度体现与素质教育相关的重要内容，以保证评价结果的全面性，因此综合性指标选取了以下四项二级指标：人文素质、政治素质、心理素质和身体素质。

3.三级指标的选取

（1）专业知识指标下的三级指标。硕士研究生应该与本专业相关的知识背景与扎实的专业理论基础知识。鉴于此，在专业知识二级指标下设专业背景、专业理论基础、专业知识宽广度三个三级指标。

（2）外语知识指标下的三级指标。在研究生学习阶段，需要阅读大量外文文献，充分吸收与借鉴外国先进理论。因此，在外语知识二级指标下设专业听力、专业口语、专业阅读三个三级指标。

（3）计算机知识指标下的三级指标。在今天的信息时代，行业信息化已经得到了广泛的应用，能够应用计算机知识结合自身从事的专业岗位解决实际问题是工程硕士专业学位研究生的一项基本要求。因此，在计算机知识指标下设计算机理论知识和计算机应用水平两个三级指标。

（4）实践能力指标下的三级指标。实践能力指标下的三级指标分为基本能力和综合能力。

（5）创新能力指标下的三级指标。在创新素质中作用比较突出的创新能力类型主要有思维能力、动手能力和学习能力等。因此，在创新能力指标下设创新思维能力、创新实践能力和创新学习能力。

（6）人文素质指标下的三级指标。自然科学与人文社会科学之间，一方面分工越来越细，另一方面则相互渗透和融合也日益深入。自然科学人才应具有较高的人文社会科学素养。因此，人文素质指标下设人文学科知识、语言表达和写作三个三级指标。

（7）政治素质指标下的三级指标。我国研究生的培养目标不仅要品学兼优、德才兼备，还要具备一定的政治素质，因此在政治素质指标下设政治态度和政治理论水平两个三级指标。

（8）心理素质指标下的三级指标。心理素质测评在目前复试中被广泛采用，心理素质指标下设气质性格特征和心理健康水平。

（9）身体素质指标下的三级指标。工程硕士专业学位研究生其工作主要面向工程实际，因此对身体素质的要求更高。在身体素质指标下设身体健康状况和体育爱好及特长两个三级指标。

综上所述，一共设置一级指标（A）3个，二级指标（B）9个，三级指标（C）22个，详见表1。

三、复试指标的权重构成

教育评价指标体系权重的确立普遍常用的方法有专家会议法、专家咨询法、专家排序法、层次分析法、两两比较法、对数加权法。本文通过几所兄弟院校的走访调研，进行专家咨询，同时在网络上搜集大量资料，对工程硕士专业学位研究生复试考核指标体系的权重做如下分配，详见表1。

四、结论

近年来我国工程硕士专业学位研究生教育的快速发展，凸显出了招生复试、培养等方面的一系列问题，已经引起了社会各界的广泛关注，因此工程硕士专业学位研究生报考在数量增加的情况下如何选拔优秀硕士研究生成为了学术界和社会关心的问题。选拔优秀硕士研究生最有力的措施就是构建硕士研究生复试指标体系，以保证研究生招生工作科学合理。目前，我国针对工程硕士专业学位研究生的复试考核指标体系研究还属于空白，本文所构建的复试指标体系仅仅是初步成果，对于完善工程硕士专业学位研究生复试考核指标体系还任重道远。

I was born in a small village of Shan Dong Province on April 4th, 1968. When I was young, my family was very poor, so I had to work to earn money to help my parents after class when I was in the middle school.
